Chicago, Burlington and Quincy Railroad post-strike report

The C, B & Q Master Mechanic for West Burlington, Iowa, reports on the work history of several engineers who were re-applying for work in the wake of the 1888 strike. Master Mechanic West indicated employees with hash tags (#) who should never be rehired.

The following is a list of Engineers who have made out applications on regular blank form 1608, giving their records from the time they entered the service of the C.B. & Q. R.R. date they made their application, also their record since the strike took place, as near as possible.

# H. Garman.
Commenced December 1878, as Night Watchman.
April 1880, put to Firing.
February 1883, promoted to Engineer.
March 1884 suspended 10 days for setting out his train.
March 1885, suspended 15 days for running into side of train 2nd 20, at New London.
April 1885, suspended 15 days He was on train Ex. East April 25th, with engine 132 received orders at Beckwith to meet 4th No. 15 at Rome, 4th No. 15 pulled into Rome with signals and were answered by him, but as he had orders to meet 4th No. 15, he started and pulled out against 4th No. 15 flag.
Suspended 5 days while at Krum with Train No. 26 Oct. 2nd 1886, backed up to his train with engine 227 striking so hard as to cause rails on flat car next to Eng. to slide off against his tank and knocking a hole into tank.
Suspended 15 days while on Engine 216 train 2nd No. 15 August 4th, 1887, for not waiting for Eng. of 1st No. 15 to come back after him which he helped up Burlington Hill but came up the hill with pushers behind him and meeting the engine that he had helped up on the hill.

Record since strike. Prominent in calling Conductors and new men "Scabs", Not a first class Engineer.

W.R. Ellet.
Commenced February 1883 as Laborer.
April 1883, put to Firing.
Suspended 3 round trips between Burlington and Ottumwa for not ringing bell at Fairfield, and unnecessarially blocking crossing, train 2nd No. 13, August 12th, 1886.
January 14th, 1888, set up to Engineer.
February 27th, 1888, quit account of Strike.
Put in application on form 1608, Jany. 11th, 1889.
Record since Strike. A young runner and very quiet. He wanted to go to work but was scared off.

C.T. Ziegenhain.
Commenced as Loco Fireman Feby. 1879.
Jany. 1880, suspended 30 days, knowing his engineer being asleep on duty and not reporting it.
April 1881, suspended 6 days for not cleaning his Eng. after laying in 8 days.
November 1884, promoted to Engineer.
Quit February 27th, 1888 account of Strike.
Put in application on Form 1608, Jany, 12th, 1889.
Record since strike. Has been very quiet during strike. Is not a first class Engineer.

# James Fowler, Loco. Engineer.
Commenced as Loco. Engineer October 1869.
Suspended 15 days for breaking Pilot on Eng.
Suspended 15 days for running against B. & S.W. train.
Suspended 10 days for sliding wheels on B.C.R. & N. Baggage Car No. 15 July 24th, 1887, in train No. 172, from Keokuk to Park Bluff and hauling the car from Park Bluff to Burlington without noticing the slid wheels, being slide 7" long.
February 27th, 1888, Quit account of Strike.
Put in Application of form 1608, Jany. 12th, 1889.
Record since strike. Chief of Division at Burlington prominent in making speeches and committee work. Went to California making speeches to keep up the spirit of the men, and drank hard during strike.

G.H. Anderson, Loco. Engineer.
Commenced March 1867 as Rd. House helper.
April 1869, to Loco. Fireman.
May 1872, set up to Engineer.
Laid off 15 days account of fast running.
Quit Feby. 27th, 1888, account of Strike.
Put in application on form 1608, Jany. 12th, 1889. Also put in verbal application some time previous to strike being called of, offering his service as Loco. Engineer.
Record since strike. Very quiet, went away and got work on C.S.F. & C. R.R. Is a first class Engineer.

D. O'Brien. Loco. Engineer.
Commenced Sept. 1871, as Loco. Fireman.
August 1875 to Hostler.
November 1875, set up to switch Engr.
Sept. 1879, suspended 10 days striking way car while shoving a train on Burlington Hill.
February 27th, 1888, quit account of strike.
Put in application on form 1608, Jany 12th, 1889.
Record since strike. A very quiet inoffensive Irishman. Only a switching engineer, never run on road.

C.T. Van-Heusen, Loco. Engineer.
Commenced as Loco. Fireman, April 1868.
April 1871, to Hostler.
July 1876, set up to Engineer.
June 1885, suspended 7 days being on Eng. No. 2 and while backing up in Burl. yard with 23 cars, Engine 424 and one car coming in from Bridge was run into, causing collision.
Quit February 27th, account of Strike.
Put in written application May 6th, 1888, for reinstatement, also putting in application on form 1608 January 12th, 1889.
Record since strike. Very quiet, done no one harm by word or act? Only a switch engineer, never run on road.

J.F. Melcher, Loco. Engineer.
Commenced as Loco Fireman Sept. 4th, 1883.
Suspended 10 days firing Eng. 253, Sept. 16th, 1885, stopped at Whitfield to meet train No. 13, while waiting for train while taking water, moved engine without seeing whetehr water spout was up in order not to strike cars, spout struck corner of car breaking water crane.
December 23rd, Set up to Engineer.
Quit February 27th, 1888, account of Strike.
Put in application on form 1608, February 12th, 1889.
Record since strike. A young engineer, an enthusiastic strike but not bad.

August 1887, promoted to Loco. Engineer.
Suspended 10 days Nov. 1887 for leaving town without permission from his Foreman.
Quit February 27th, 1888, account of Strike.
Put in a written application for re-instatement as Engineer Sept. 10th, 1888, and put in application on form 1608, January 12th, 1889.
Record during strike. Was quiet and got a job on the A.T. & S.F. R.R., and reported for work on C.B. & Q. before strike was settled. Is a good engineer.

October 1880, suspended 10 days for not giving proper signals after breaking in two on Fairfield grade.
January 1881, suspended 10 days, running on short time to Ketchams station against passenger train.
December 1881 suspended 5 days pulling engine 227 through switch in Burlington yard.

Record since strike. A bad Striker, trying to get our new men drunk, got so himself, was noisy calling our Conductors scabs, etc.,

Joseph Augsburger, Loco. Engineer.

Jany. 1881, suspended 10 days, not covering heat light at Agency.
April 1883, suspended 10 days for delaying trains by not getting around. 2nd offense.

Suspended 11 days switching in Burlington yard with Eng. 61 Dec. 20th, 1885, and striking cars with head light of Eng.
Suspended 10 days for running through a switch in Ottumwa yard and leaving it in this condition after running through it and going to East Ottumwa before reporting it to his conductor while on Eng. 261, train No. 20, Nov. 13th, 1887.
Quit February 27th, 1888, account of Strike.
Put in a written application for re-instatement on December 12th, 1888, also on form 1608, January 14th, 1889.
Record since strike, Done committee work, waiting on Genl. Yard Master, John McPartland, warning him to keep off of engines February 28th, 88 but was very quiet after that and reported for work before strike was called off as per above date.

October 1884 suspended 10 days for falsehood, and laying out trains at Fairfield.
Suspended three round trips Between Burlington and Ottumwa for breaking eccentric on engine 286 on account of getting hot for want of oil during August 1886.
Suspended 15 days being on engine 262, train 2nd 12, August 6th, 1887, pulling out of Ottumwa and not waiting for pushing Engine to return from Agency to Ottumwa and running through switch in Ottumwa yard.
Quit February 27th, 1888, account of strike.
Put in written application January 16th, 1889, and also on form 1608, on Febry, 4th, 1889.
Record since strike. One of the worst men we had, being around nights disguised with sluggers. Waited on our Conductors and warned them to keep off of engines and threatened them. A bad man.

July 4th, 1885, suspended 13 days for going through Burlington yard to get his train receiving signal from brakeman to back up, backed in on wrong track and backing into cars, damaging his engine and cars.
July 24th, 1885, suspended 45 days, being on Eng. 246 train 2nd 19, received orders at Rome to meet "Kern" Ex. east at Glendale, when arriving at Glendale met train there and supposed it was Ex. east Kern, pulled out to go west about 20 car lengths when he, et Ex. East, circus train as per his orders.
Suspended 7 days being on Eng. 246, train 3rd 15, Oct. 21st 1885 for using south track at Fairfield contrary to rules without orders from Train Dispatcher.
Suspended 7 days Engineer on Eng. 165, train 7th, 12, having 20 cars in his train and 5 of them Air Brake Cars, run through East Switch at Batavia May 30th, 1886.
Quit February 27th, 1888, account of strike.
Put in application on form 1608 January 19th, 1889.
Record during strike. A leading striker, and was as bad as any of them.

# A.M. Parmeter, Loco. Engineer.
Commenced October 1857 as Hostler.
October 1859, promoted to Engineer.
October 1862 quit.
June 1866, returned as Engineer.
April 1882, suspended 30 days account of collision on Rome hill.
Suspended 10 days for running on train No. 171's time Aug. 31st, 1886, train No. 175, Eng. 103. Received an order train 171 will run 1 hour and 30 mins. Late to Viele, pulled out of Viele overlooking the order.
Quit February 27th, 1888 account of Strike.
Put in application on form 1608, January 20th, 1889.
Record during strike. Hard drinker during strike, was in L.S. & M.S [I believe this is the lake shore and michigan southern railroad but not completely sure]. and the 1877 strikes. Called Conductors "scabs" several times. Is 53 years old.

Suspended 30 days, letting part of his train run into his tank.
Suspended 20 days, running from Middletown to Danville against train No. 10.

Suspended 15 days for running from Batavia to Fairfield on an order that had no O.K. on it, while on train No. 26, November 7th, 1887.

October 1883, suspended 6 days, bending valve stem of Eng. 227 on Rome Hill.
June 13th, 1885 suspended 10 days for letting fireman F.W. Timmerman handle his engine 424 in Burlington yard June 6th, and in going to couple on to I.B. & W. ckair[typo] car 24, could not stop, breaking casting which holds spring in draw-bar of coach.
Quit February 27th, 1888 account of Strike.

Record since strike. Very quiet, and a first class Engr.

# M.H. Wright, Loco. Engineer.
Commenced Sept. 1867, as Br. Laborer.
Spring of 1869, to Fireman.

Sept. 1879, suspended 10 days breaking in two and leaving Caboose between Danville and New London.
Suspended 7 days being on Eng. 301, train 15 Oct. 21st, 85 used south track at Fairfield without orders from the Train Dispatcher contrary to rules.
Quit February 27th, 1888, account of Strike.
Put in application on form 1608, January 28th, 1889.
Record since strike. A leader in the strike. Was arrested and fined for abusing new men in Burlington and abused our new men, Conductors and their wives. is 50 years old.

Commenced October 1871 as Machinist apprentist.

September 1879, promoted to Engineer.
May 1883, suspended 10 days for stubbornness and delaying trains.
Suspended 10 days, being on train 2nd 17, Eng. 67, Dec. 28th, 85, coupled into rear end of train 1st 17, eng. 242 without engine 67 cutting off from train, disregarding bulletin board notice.
Suspended 6 days for not answering signals while on Eng. 227, train No. 9 Aug. 8th, 1886, at Agency City as called for by train 4th 12.
December 1886 suspended 5 days for not getting around in time when called to go out.
Suspended 7 days coming into Mt. Pleasant Feby. 11th, 1887 train 1st, 14, Engine 122 at a careless rate of speed and not seeing switch being wrong and thereby running on to another track into cars.
Quit February 27th, 1888, account of Strike.
Put in application on form 1608, January 29th, 1889.
Record during strike. Was at McCook on B. & M. in Neb., when strike broke out, was arrested and fined for slugging new men and put under bonds to keep the peace. Got to drinking to keep his courage up.

# J.D. Hawksworth, Loco. Engineer.
Commenced July 1879, as Wiper
November 1879, to Fireman.
January 1885, promoted to Engineer.
March 1885, suspended 7 days for running engine 334 through 3rd St., Switch, Burlington yard.
Suspended 11 days, being engineer on engine 334 January 6th, 1886 switching sleepers and dining cars, handling them rough and damaging dining car in Burlington yard.
Quit February 27th, 1888, account of Strike.
Put in application on form 1608, January 29th, 1889.
Record during strike. Very prominent in getting subscribers, and corresponding with strikers papers. He was a leading correspondent for strikers.

F.F. Karns, Loco. Engineer.
Commenced September 1878, as Fireman.
November 1880, suspended 4 days refusing to go out after having 12 hours rest, and not being where he could be found.
July 1882, suspended indefinitely, disobeying orders of Engineer.
February 1883, to Hostler.
May 1883, quit.
November 1883, returned as Fireman.
November 1884, promoted to Engineer.
August 25th, 1885, suspended 10 days being on train 2nd 19, train broke in two between Fairfield and Whitfield detached part of train run into head end damaging cars.
Suspended 5 days, for not coming when called and laying out trains 17, July 1st, 1886, 22 minutes.
Quit February 27th, 1888, account of Strike.
Record during strike. Called Road Foreman F.A. Torrey a "scab" and was mixed up bad with strikers that was bad. He laid back out of sight and set the bad element on. He got work on the U.P. R.R.

The following engineers which were on the East Iowa Division previous to February 27th, 1888, have not put in any written application for re-instatement, and opposite thir names, you will find where I understand they are at the present time.

Record since strike. This man was a constant liar during strike and previous to strike, kept more men men from going to work and used his bad influence to a larger extent than any other man we had to prevent men from going to work.
